The postings are slim. Here are two development houses I came across.
CourseCrafters is an ELL development house. There is no specific contact information for interested freelancers, but they do list the freelancers they currently work with. It might be worth some digging if your specialty is ELL.
Victory Productions is another development house. They do development in English and Spanish. Freelance information is on their Job Opportunities page.Good luck!
